The region’s largest hotelier is teaming up with a prolific multifamily developer duo on an apartment project that would round out a larger development taking shape at Interstate 95 and Route 10 in Chester.

Shamin Hotels is working with developers George Emerson and Phil Roper on a 200-unit apartment complex at 12500 Chestnut Hill Road, where Shamin also is developing a 182-room hotel and two restaurants, including a new Sedona Taphouse location.

The parties previously collaborated on the nearby White Oak apartments, which are next door to the 41-acre Chestnut Hill site that’s visible along the east side of 95 north of the Route 10 interchange.

Construction is wrapping up on the hotel, a dual-brand Hampton by Hilton and Home2 Suites that’s slated to open later this year. And work is underway on the two restaurants, including a 5,400-square-foot building that will house the Sedona Taphouse, and a shell building for another concept that Shamin CEO Neil Amin said is still in the works.

The apartments would fill a pair of four-story buildings that Emerson said would be similar to The Jane at Moore’s Lake, the massive complex that he and Roper developed on the former Moore’s Lake retreat site across the interstate from the Chestnut Hill site.

Shamin is seeking conditional-use approval from Chesterfield County for the apartments, which would rise north of the intersection of Chestnut Hill Road and Chestnut Hill Lane. Shamin has owned the site since 2008, when it purchased the land for $1 million.

It previously owned the White Oak apartments site, which Amin said his father, Shamin co-founder P.C. Amin, had purchased before bringing on Emerson to develop the complex.

“We’re doing the same thing here on this project as well,” Neil Amin said. “We own the land, and we’re going to work with George to develop the apartments there.”

Emerson said the group will co-own the new apartments, which they’re developing through a joint venture.

“P.C. and I have been friends for 30 years, and we own another apartment building together,” Emerson said. “Phil Roper and I are doing this with him and Neil. We’re always excited to do business with the Amin family. They’re great people to do business with.”

Emerson said they’re hoping to secure approval from the county later this year and start on the apartments next year. He put the project cost at about $50 million. Poole & Poole Architecture is designing the apartments.

Amin said the hotel is wrapping up and will open later this year. Tennessee-based Thomas Builders is the contractor on the hotel, which is a $10 million build, according to county documents.

The Sedona Taphouse building is estimated at $1.6 million, and the shell restaurant building has a cost estimate of $450,000. Midlothian-based FasTrac General Contractors is the builder on both of those buildings.

The new hotel will add to others Shamin has developed in the immediate area, including the Hampton Inn Chester on the other side of Chestnut Hill Road. Also nearby is a 122-room SpringHill Suites that Sina Hospitality developed on the other side of the interchange.

Meanwhile, across the river in Henrico County, Shamin this month is set to open a Marriott-branded Residence Inn hotel at 500 W. Williamsburg Road, near Richmond International Airport. The 111-room hotel started construction two years ago and adds to seven other Shamin hotels near the airport and over 40 across metro Richmond. The company’s portfolio totals 72 properties across five states.
